Dave Bell is Senior Vice President, based in Cleveland, Ohio. He has
practiced environmental law for over twenty years, primarily with one of the
three “supermajor” global petroleum companies, and is known throughout the
industry as a practical problem-solving lawyer. He has led negotiations for
numerous precedent setting transactions, including a company-wide air
enforcement settlement involving half a billion dollars in new pollution
controls, insurance coverage buyouts, and risk transfer transactions. The
latter have included an insured fixed price transaction for removal of a dam
and contaminated sediment, and smaller transactions. In all, he has
negotiated the environmental and related portions of some $5 to $10 billion
in transactions. Dave has also settled numerous site remediation
proceedings.
Before affiliating with Environmental Risk Solutions, Mr. Bell was a
Senior Attorney at BP. He served there as chief lawyer for the company’s
$250+ million/year site remediation business. Prior to BP, Dave was at the
law firm of Baker & Hostetler. He is past chair of the American Petroleum
Institute’s Subcommittee on Environmental and Health Law. In addition to
his work with Environmental Risk Solutions, Dave also maintains an
environmental law practice.
Mr. Bell received his law degree from Case Western
Reserve University, and a B.S. in Chemistry, also from Case.
